NDIS Amendment (Integrity and Safeguarding) Bill 2026 passes Parliament
On 1 April 2026 the Parliament passed the NDIS Amendment (Integrity and Safeguarding) Bill 2026 — one of the most significant reforms to the National Disability Insurance Scheme since the Participant Service Guarantee. Originally introduced on 26 November 2025, the Bill was debated and amended in the Senate on 31 March 2026, including the introduction of stronger whistleblower protections.
The reforms are designed to strengthen the powers of the NDIS Quality and Safeguards Commission and make several administrative changes to how the National Disability Insurance Agency (NDIA) operates.
Key measures
- Anti-promotion orders — restrict predatory marketing that exploits participants and damages the scheme.
- Expanded banning powers — now apply to auditors and consultants in addition to providers and workers.
- Stronger information-gathering powers — the NDIS Commission can investigate providers more effectively.
- Whistleblower protections — added in the Senate amendments to encourage safer reporting.
Public consultations on the proposed measures were conducted in late 2024, with further targeted consultations in September 2025. Read the NDIS Commission's overview, and the full Parliament record.
