On 14 February 2025 the NDIA held its Reform for Outcomes quarterly meeting, bringing together representatives from the disability community, providers and government to review progress on the broader NDIS reform program.

The meeting confirmed that improving the participant experience remains the priority area, with several initiatives now in flight.

Key reform threads

  • Participant Pathway Experience (PPE) — the co-design working group continues to develop a new planning framework that better matches funding to support needs.
  • Stronger NDIS — independent reviews show the program is improving the lives of participants, with measurable gains in plan utilisation and outcomes.
  • Plan management changes — new rules introduced in March 2025 strengthen how the NDIA assigns and monitors plan management, clarifying when participants can self-manage.
  • Reform Evaluation — independent evidence collection underpins every change, ensuring that future amendments are grounded in participant outcomes data.
